Perk "I'd Rather Be Sailing" doesn't have a perk title.

I don't know if this is intended, but when you get the perk "I'd Rather Be Sailing" for finding some sailboats along the West Side docks, we do not get a perk title. This just seems like a Perk that needs a perk title.

There's plenty of Perks that don't give Titles.
So, not a bug.
