"Powered Down" Device

Inspired by the "infiltrate the prison" segment of Resistance, I'd like to have a Device that replaces my powers with the "I have no powers" powers featured there; but replace the "Resistance guards ignore you" with a significant and persistent Threat reduction similar to an always toggled-on Stealth but without Stealth's visual effects or animations, and remove the costume change so that I can pair it with a costume of my own choosing. (Bonus points if you give me a way to choose one of my costumes to put on whenever I activate this Device; but I can understand why that might not be technically feasable.)

Frankly, the ideal way to release this would have been as part of the Secret Identity Lockbox; but that ship has sailed. In terms of functionality, it's basically a Stealth power item but with some severe restrictions (i.e., you lose your regular powers while it's active); so I wouldn't make it too hard to acquire; it would mainly be of use to roleplayers who don't want their Power Armor character firing off hand missiles, eye beams, or chest blasters while in their civilian identity, but do want to be able to punch someone in the face if the need arises.

In fact, you might even tweak the powers provided when this Device is active so that they can target friends as well as enemies; but when targeting friends, they do no damage. They're like throwing tacos or swatting someone with a newspaper.
