The Handy Man Build

I was building a Hulk character when i noticed that i have a tool belt skin for belts. I also have a wrench skin for HW and SB and DB. So the question is, which of these sets does more damage. Or maybe you can think of a better powerset to go with. Also, this character has no super powers, he's just a regular joe.

Well, any of those three sets can be strong for melee dps. I guess you could stick w/ HW, though, since SB and DB may look a bit too agile for a 'regular joe'. Here's an example HW build:

(Unnamed Build) - Freeform (Melee Damage)
    v3.43:35

    Super Stats
    Level 6: Strength (Primary)
    Level 10: Recovery (Secondary)
    Level 15: Constitution (Secondary)

    Talents
    Level 1: The Devastator (Str: 10, Con: 10, Rec: 10, End: 8)
    Level 6: Paramilitary Training (Str: 3, Con: 3, Rec: 3, End: 3)
    Level 9: Relentless (Str: 5, Rec: 5)
Level 12: Amazing Stamina (Rec: 5, End: 5)
Level 15: Quick Recovery (Con: 5, Rec: 5)
Level 18: Physical Conditioning (Str: 5, Con: 5)
    Level 21: Bodybuilder (Str: 5, End: 5)

    Powers
    Level 1: Bludgeon
Level 1: Cleave (Rank 2, Rampant)
    Level 6: Unstoppable (Rank 2, Rank 3)
    Level 8: Enrage
    Level 11: Pulverizer
Level 14: Arc of Ruin (No Quarter, Wildfire)
Level 17: Endorphin Rush (Rank 2, Rank 3)
Level 20: Annihilate (Rank 2, Scorching Blade)
    Level 23: Resurgence (Rank 2)
Level 26: Decimate (Nailed to the Ground)
    Level 29: Guard (Rank 2)
    Level 32: Aggressor (Rank 2)
    Level 35:
    Level 38:
    Adv. Points: 28/36

    Travel Powers
    Level 6:
    Level 35:

    Specializations
    Strength: Swole (2/3)
    Strength: Physical Peak (3/3)
    Strength: Brutality (2/2)
    Strength: Juggernaut (1/3)
    Strength: Overpower (2/3)
    Vindicator: Aggressive Stance (2/2)
    Vindicator: Merciless (3/3)
    Vindicator: Focused Strikes (3/3)
    Vindicator: Mass Destruction (2/3)
    Warden: Fortified Gear (3/3)
    Warden: Ruthless (2/2)
    Warden: Upper Hand (2/3)
    Warden: The Best Defense (3/3)
    Mastery: Strength Mastery (1/1)

The open power slots can be w/e ya want.

Annihilate is your main single-target attack, while using Cleave to initially put up CFlames (which will boost Annihilate's dmg), and tapping Arc of Ruin to put up No Quarter (and to refresh CFlames). Cleave and charges of Arc of Ruin can also be used for AoE. Gears mostly for Str, w/ some Con and Rec.

alright i've tried HW, the only problem is the fire, i wish their was option where you could select if you want fire or not.

Well, the Fire aspect shouldn't be too visually overt here. It's not like I gave you powers that leave a fire patch or have you fling fire or anything, so hopefully it's not too much for your concept.
