Electrical Current/Bad Wiring is bugged

It's supposed to be a 15% stun chance, 100% if target affected by negative ions, but I can hit targets affected by negative ions and not stun them. I suspect the stun chance is being scaled by attack speed so it's half what it's supposed to be.
