Scrappy Perk Not Unlocking Fighting Emote Across Account

Earning the 'Scrappy' perk (unlocking 'fighting' emote on 10 characters) did not unlock the fighting emote across the account.
I tried changing zones. I tried switching characters. I made sure to wait for perks to update on other characters. I tried logging out and back in. Nothin'. It does unlock the "Battler" title, and that's it.
