Mostly an Ice ranged dps, but w/ some Fire powers. Absorb Heat can help you heal a bit, though obv you're no replacement for a Support here. The main single-target attack is Ice Blast, and Avalanche is the main AoE, and Flashfire + Rimefire can also be thrown into the mix. The Ice Cage can root enemies and interrupt casts, as well. Gears mostly for Ego, w/ some Con and End.
I guess I was thrown off by the original post, but do you want your main attacks to be Fire instead? Cause your partial build looks to be more Fire-based.
Ice's holds are mostly based off the Ice Objects that it can create, which can happen if you're Chilling targets as is. I suppose there's also Ice Burst w/ adv, but that also scatters nearby mobs, so just be wary of that. Ice Cage is okay for the interrupt adv, regardless. Fireball is also not as good as Incinerate for single-target dps, but it can still do fine overall in casual content. Here's a different take on it, w/ Fire as the base:

Keeps up Flashfire and Fire Snake in the background, while using Fire Breath for AoE, and Incinerate for single-targets. For healing, you can use Warmth as your basic ally heal, and Absorb Heat as a burst AoE heal (consumes nearby CFlames to heal for more). Also, Hearth and Sentinel Aura can provide some passive healing to you and the team. To round out the healer kit, I also gave you ally- and self rezes to work with. Although I'd keep Sentinel Spec here, you can change Sentry spec to something else, if you want to boost other aspects of your build. Gears mostly for Rec (for Smoldering), w/ some Pres and Con.
That build is kinda all unfocused w/ its attacks atm, and it lacks an Energy Unlock. I'd prob ditch Firestrike and maybe use Rimefire instead. Here's an example mix of Ice and Fire:
Can use the Fire Snake when it's available, otherwise it uses Conflag for AoE, and alternates between Ice Blast and Ice Spear for single-target dps. Rimefire can also be thrown in for some burst dmg. Gears mostly for Ego, w/ some Con and End.
Uh, I guess you want a new character's build now? Cause this seems like it's just a Fire build- not really a mix of Fire and Ice.
Incinerate is typically taken in Fire builds, for it's higher single-target dps, but you can build around Fireball instead if you really want. I can tweak the build, but I'd like to have some more direction here on what powers you really want to use, and/or what is okay for me to change.
Seems like you don't really want a fire/ice build? Your last version has nothing to apply chill (other than Rimefire Burst itself), so not getting the full potential out of Rimefire Burst and it's not really needed then. Why not just do a fire build and color everything blue so it seems more icey? Take a snow/ice aura and you are good to go. Go with Flow's build if you are really serious about wanting to integrate the two power sets.
Not irritating, more puzzling. For me one of the joys of the game is crafting a build on my own, testing it in the PH/PTS and then bringing it here for fine tuning. I spend time checking old forum, posts for ideas, read the wiki and play with the Hero Creator. I get a lot of satisfaction from coming up with what I think is a decent build that way. Also nice to bring it here and see Flow saying something like "That's a good build as it is."! I'd just encourage you to put a bit more time into the development process on your own. You might find that you like it.
