Tumbleweed perk (Collection) not awarded

I have collected all the six Gunslinger's Revenge gear pieces, but the Tumbleweed perk is not awarded. Neither from having the gear equipped (including zone change and re-logging) or just in inventory, which was sufficient for Supersensory gear.

Possibly of note was that I bought the two offense gear pieces from the paperback vendor, and that these were immediately bound to account. In the case of Supersensory I instead bought unbound gear from the Auction House.

Same issue, I just bought the set for my Science themed character, and purchased the offensive primary and secondary from the trade paperback vendor.
