Help with building Ice Tank

Hello,
back when the game became F2P I played it with a friend, I made a Glacier AT, now I've got a FF slot and was thinking of making new character that's similar to it, but better. Was thinking of an Ice Tank build, but not sure how to create him. Could I ask for help?

Another ranged tank, pfffft (j/k).

You could try something like this :
Ice Tank

A few notes :
-Energy Shield is the best tank block by far, you can hue it in blue to make it all frosty too, or you can swap it for Eldritch Shield.
-Invuln has less damage reduction than Defiance but its flat reduction is good vs DoT and there are so so many DoTs that I would choose Invuln over Defiance.
-Miniature Drive to help your passive (Invuln) to soak damages.
-With SS End, you can afford Bionic Shielding over Conviction for your self-heal.
-Fractal Aegis is not required but if you can get it, go for it.

What's wrong with ranged tank? Are they worse?

Harder to build up/maintain stacks and some villains (Cybermind e.g.) ignore tanks at range. Also tend to get knocked around a bit more. And yet I have several of them

Here's my ice tank. I still find 2 ADs useful depending on the context. You could always take out MD and include Rimefire if you like, but you also need to add in a power to apply clinging flames as well (e.g. remove Ice Cage and add Will o the Wisp).
