Open power slots can be filled with w/e ya want.
The main issue here is the energy management for running 3 attack toggles at once (and ofc getting used to playing w/ slotted PA builds). You may be fine on energy w/ just getting AoPM and/or AoAC from ally players, but you can also fall back on using Power Conversion (not ideal due to the 5% dmg penalty, but in situations where your energy keeps bottoming out otherwise, then it's well worth it to use). Gears mostly for Ego here, w/ some End and Dex.
If you want to have more leeway for other content, you can trade Dex SS for Con SS, though you'll lose some optimal dps that way. Other SS setups can work here too- I'm just giving you one example. The beam-based PA powers can also be used instead in each slot.

FC builds are still pretty annoying to work around, but again Power Conversion makes things much easier:
If it's thematic enough (and/or you don't really care much about theme) then you could throw in a ranged Crushing debuff from another set (the only 100ft one atm is Hurl w/ advs, but there's some other options for 50ft). Between using Power Conversion to keep your energy up, your main rotation is alternating between the Blast and FC (the blast can give your energy time to build up for a fully charged FC when using Power Conversion, and will buff the next FC via Preemptive Strike). I threw TK Burst in there as a cheaper, non-scattering AoE option that is Force-like, if desired (other AoEs could work there too- preferably ones that knock, but don't scatter KB). Gears mostly for Ego here, w/ some End and Rec.
You can also trade Rec SS for Con SS if you want more maxHP. You won't get as much energy from Pulverizer then, but as long as you're using Power Conversion then that can handle most of it (and you still want a decent amount of End so you have the energy reserves to fully charge FC). As w/ the other build, there are other stat and power setups that can work here too.
That Elec build looks okay overall, assuming you are fine w/ the full dps approach. I may drop the Helix adv on Chain Lit, since that could consume NI, and there's not much point in getting >1 AO now that the shared cd is the same as the base cd. You could drop one of the AOs and get w/e you want in its place.
