Again I've used this on four separate Win10 computers and it's manifested on each one.
Heck if you want to help, send me a copy of your Gameprefs.Pref file to see exactly how you've configured your game magically to prevent this issue from happening. (in Champions Online\Live\localdata). Here's mine, what's wrong??

Anyways, here's my settings:

Naw see I can run the game at full settings, or at least I used to be able to. 8xAA with Comic outlines, DoF, High-quality shadows, etc all enabled.
What you got in that screenshot is exactly the issue I'm running into. Stuff like number of shaded objects gets disabled at random. The screens you posted also look like my game: a lot darker than normal, no comic outlines, real muddy.
This is after a system upgrade from an 8.1 to a 10 computer. This new computer is more powerful than my previous one on all fronts, including graphics card, which was an upgrade from a GtX1060 to a GTX 2060 Super. There's no excuse as to why it should be disabling settings at random considering I didn't run into any issues on my previous 8.1 Doubly so because this is the only game with which I've even run into issues like this.

It was my understanding that the textures are simply missing in DX11. As far as the settings not applying, IDK dawg. You can't play this game and not have patience.

Because of how CO's memory management is set for consoles, the game does not support AA in textures above 1080p I think it is. So if you are using anything higher than 1080p the game will shut down any other memory eating system in favor of AA, and in order to get those features back you have to disable AA. Since they had always designed the game for console level technology back when CO was being designed, the game was never forward thinking designed for today's graphical prowess or cards in mind, or system set ups with 1440 or higher resolution, essentially. Now, I am aware for a limited time you can trick the game into allowing all features enabled at higher resolutions I use to do this regularly, but in the long run it's just not designed for it and with so little support probably not high on the list of features to bother with, despite the other two games advancements. To put it in layman's, the game does not recognize your graphics card or its hardware capabilities and thinks it is under par.
As far as Dx11, and missing textures, Dx11 was never finished in Co and basically has never left its beta state. We've had the option for years now but it was never and will never be fully fixed or implemented for CO. It's just better to use Dx9 in the long term as Dx11 is just going to eat memory for processes it's not using, essentially.

Well, still baffled as to why the settings randomly do these things, but it does look like the big limiting factor is enabling AA. When this issue manifests, you can't do the following settings with AA on:
Underwater view
Comic outlines
Depth of Field
SSAO
Soft Particles
High-Quality shadows or bloom.
In addition, even with AA off, the maximum setting I can put shadows and bloom to in the options menu is medium or low, not high. But, weirdly enough, if I set these settings through slash commands instead (i.e. /bloomquality 2) the setting takes - I can tell because the game looks a lot brighter and less muddy with high-quality bloom. If I look in my options menu, the drop-down just shows up as empty. gg. masterfully designed video settings. Wish I could say the same for everything else when AA is on.
Anyways, most everything looks ok without AA if I just use /renderscale 2 to do stuff. Generally that's also a benefit since the consensus of how AA is being done effectively nowadays is that it's a lot faster to erase jaggies with superscaling rather than the crazy complicated algorithms for detecting what edges should be softened or whatever. Only issue is that zero AA + comic outlines means that a lot of outlines get rendered in places where they really don't normally pop up (i.e. around humanoid head eyes, making every single character look like they got fabulous eyeliner), but I guess that'll be another sacrifice to my graphics settings I'll have to make, doubly so since comic outlines are pretty hard to see when superscaling and also that I'm beginning to notice that, yea, a lot of players don't really use them anyways so I might as well follow the herd.
I'm currently running everything on dialed to 11.
And could run the game full minute until it crashed and burned....
Works if i turn Antialiasing off and Shadows to Medium and Bloom Quality to Low..since there's no higher options...
Game looks ....shitty... but it plays.
