Advanced Casting nonfunctional in two out of three powers

Circle of Arcane Power and Circle of Ebon Wrath are unaffected by the 3-point advantage Advanced Casting, and the time before dispersal once separated from the caster remains at two seconds. The advantage works as intended when purchased for Circle of Primal Dominion.
