Despondency - Shadow Bolt and Rising Knee

I noticed both Shadow Bolt and Rising Knee have the Despondency advantage, but Rising Knee's version says it's based on Strength, and after testing, it goes from -0.22% dodge (5 Strength) to a surprising max of -15% (around 330 Strength). Shadow Bolt's Despondency on the other hand says -3%, but on a hotkey, it says it reduces the target's dodge by 0.03%, and nothing changes that. Also, the two versions don't stack, but they refresh the effect.

Are they both based on Strength? It'd be strange for a Darkness hero to need Strength for it, but its tooltips definitely need fixing.
