I'm looking for an idea to where I want my character at least use a hammer to for-example do CC with mixed of different abilities of guns and toys if possible but really effective and yes I want ultimate ability but at least funny in a serious way.

Toys would be something like Gadgeteering's pets and cd powers, but pets aren't really ideal for high-end stuff, and the cd powers may not be a good fit w/ melee. I may just make it a HW melee build, and maybe add Muni grenades for the explosions and a Crushing debuff or two. There's not as much you can do for the theme if you also want to make it a high-end dps build.

Cleave and Incendiary Grenade can help w/ AoE. They can also put up CFlames, while the grenade puts up No Quarter. Assuming you have both of those debuffs running, then Annihilate is the main single-target attack here. Mini Mines seemed like they could fit the theme, but also provide some utility in procing an extra self-heal when thrown out. Gears mostly for Str, w/ some Dex and End/Rec. The build should be able to put out good dmg and not have many energy issues, though it'll be a bit squishy innately.
