Converting ATs from Gold to Silver end with bugged Specializations

It's been reported more than a few times (I've linked to a couple of threads) that when converting from Gold to Silver and keeping the same AT, the character ends up with messed up Specializations. I got snagged by this today and had to waste retcons to fix them. Reporting it here since this still hasn't been fixed.
