Cosmic vision of wrath can't be slotted with right eye mods

I've been trying to mod my Cosmic vision with some saph dragon right eye but so far no luck the right eye has been blacked out i dont know where the problem is but the cosmic fang description says it can be slotted up to level 5 utility mods, other utility mods can be slotted unto the gear but not the right eye of the saph dragon ??????? not even a level 3 ,4 or 5 mods
