Grafitti Emote (NPC's already have it)

Was running around west side, and saw some npcs doing grafitti emotes, and they even had a can, spray visual effects, and sound effects.
I think they'd be nice on players. don't mind if in lockbox or event or anything.

Would be an awesome addition for street type heroes.
