Carmen Sandiego theme build

So, as I'm contemplating a new toon, I've turn to Carmen Sandiego whose made a comeback!

I think the most appropriate power set would be gadgets, but like, what exactly?

Any help in creating a cosmics-viable build that fits a Carmen Sandiego theme would be cool!

Hm, not too sure on the main attacks here, outside of maybe some gadgets that are mostly cds. She normally slips away and lets henchman do the dirty work, yea? More of a thief than a fighter..

I guess you could have her use PBR and NW + Ricochet Throw as a base. I'm not sure if that's thematic enough or not, but it could make for a semi-decent foundation:

Should have strong burst AoE w/ NW's Sneak + charged RThrow openers, and PBR channels for single-target dps You could replace one of the later powers w/ a threat wipe that gives stealth in combat, if you want. Gears mostly for Int, w/ some COn and Dex.
