Downtown Dustoff Auto Failing

I've recently tried to do the side escort mission, Downtown Dustoff, that SOCRATES directs you to south of the HARMON building by the dock ramps. If you don't know/remember, you're supposed to escort civilians to helicopters on the street while defending against waves of oncoming Destroids with a little assistance from the MCPD.
My problem is whenever it gets into the second phase where it prompts you to deploy the smoke grenade device it gives you, the mission automatically fails as soon as it transitions to that stage. No matter what where ever I place myself, if I defeat other groups of Destroids not specifically tied to the mission, or if I deploy the grenades before the prompt causing the helicopters to come in early. Nothing works.
Have any other people experienced this bug before?
