The speed of cosmics is determined heavily by the error rate. It's just that Eido is difficult enough that we don't manage to get the error rate down; back when the difficulty was lower we got Eido in <10m as well.
I doubt that it would really help at all, the vast majority of people that are capable of tackling that encounter have already gotten everything that he drops, and have no interest in organizing the massive tedium it takes to get a win out of it.
I don't think it's a good idea to change the single most popular thing in CO with the intent of making it less popular. If anything cryptic should take note of what their player base responds to and add more similar stuff.
The only cosmics that could really do with a difficulty rework is Kiga. For the dps players he's just a big training dummy. For tanks he's slightly more interesting, but still far from the challenge levels of Qwi or Teleiosaurus and more a gear/build challenge than anything to do with player skill. The only roles that really have to be on their toes a bit against Kiga are healers and the CCer.
Instead of making each cosmic more difficult, I'd like to see more cosmics added to the daily rotation. Grond needs a rework fairly desperately as he is simply a pest at the moment.
There's also the wandering cosmic in QWZ which is missing a daily, but if this happened it would probably need a difficulty boost at the same time since it doesn't have any of the same "divided attention" design of the current main cosmics.
