Before anyone freaks out, this is not a "CO Is Dying!" thread or anything like that. It's actually an idea I've been thinking about for the past couple of days. I suspect it's not very feasible given CO's limited resources, so don't take it too seriously. This is purely for fun.
So, a bit of a preface: Before Cryptic acquired the licence to the Champions IP, it was stated within the lore that in the year 2020, the age of superheroes would end, and everyone would lose their powers. Now, this particular bit of lore would be rather inconvenient for Champions Online, assuming the game continues into said year. So it's safe to assume this cutoff date is no longer canon.
But, what if it was?

My idea is this: A story-based content expansion that focuses on preventing the end of superhumans.
An event has taken place within the superhero community. Numerous people across the city have lost their powers, seemingly for no reason. Mutations vanish, advanced technology stops working, etc.
In the confusion, various villains who have not yet been affected by this event are on a rampage, turning Millennium City into a warzone. The few remaining superpowered heroes are fighting a losing battle, and it's up to you to quell the fighting and discover the cause of this mysterious event.
As the title suggests, this is meant to be an endgame content expansion, designed for level 35-40 characters. It takes place in an alternate Millennium City zone utterly decimated by the war between heroes and villains. The Renaissance Center has been converted into a nexus for the big baddie, and the rest of the city has been divided into sub-zones controlled by various villain groups. Players start at the edge of town, in a safe zone established by the MCPD, where they can hang out and plan their activities.
For players looking for challenging group content, the various sub-zones would contain CO's toughest minions and bosses, as well as a huge raid-like battle with a cosmic villain in the Rencen. For those looking for a more personal experience, there would be a story-driven quest line for solo players/small teams which involves working with iconic characters to uncover the mystery behind the event. Both experiences would net awesome rewards and usher in a new age of superheroes.

As I said, this is something I came up with for fun, so it shouldn't be taken too seriously. While I would like to see some epic endgame content come to CO, I don't think something like this is very feasible. At least not right now.

The "de-powering" event would affect his technology too. Doctor Destroyer may be proud, but he's no dummy. Being over a hundred years old at this point, his tech might be the only thing keeping him alive, so undermining the guys trying to fix everything wouldn't be in his best interest.
I actually imagined Doctor Destroyer being an ally during the later missions. Temporarily, of course. And he certainly wouldn't be humble about it. :P

I know. In fact, Resistance wasn't even the first time within Champs lore where Destroyer has worked with heroes to stop a common enemy. No reason why he wouldn't do it again if it was in his best interest. He's not so arrogant he would completely screw himself just to get back at his enemies.
DD's past history would lead one to expect that, if he engages in destructive acts with no apparent benefit to him, they're probably to distract attention from what he's really after. In fact the whole Battle of Detroit was to plausibly fake his own death, to give him uninterrupted time to upgrade his technology without the world pursuing him. While Destroyer lays out subtle schemes that may take years to unwind, his final payoff is always grandiose, designed to win him victory at a single stroke, and leave no doubt who's responsible.
Taking up this notion with what doctorevilface suggested in his OP, this is what I would propose if it was up to me. While Destroyer never uses magic, his time on Multifarian Earth as Shadow Destroyer's prisoner, observing his combined magic and science, allowed DD's genius to deduce the connection between the two, and how he could influence magic to serve his purpose. Destroyer's seemingly pointless rampages since his return have been to cover the planting of devices around the world which will channel the physics-bending effects of magic away from every superhuman on Earth... except for himself and his followers. Tracking down and destroying those devices would justify side-quests by the remaining (PC) superheroes, which could potentially revisit every zone and adventure location in the game.
Awesome idea. This would be a great way to bring together various subplots in the overarching story line of the game. Not only that, but it would properly establish Doctor Destroyer's presence in CO as something more than just a face on a screen.
