Defense Debuffery

I was looking at a post not too long ago about what powers and specs can drop defenses below zero. But, I've lost that thread somewhere, and my search skills have failed to extract it from this swirling vortex of cat pics and verbal warfare.

So, my question is all about de-buffing defenses, limbo style... how low can you go?

Anything that puts a visible debuff on the target can go below 0. Defense Ignore effects generally cannot.​​
