One Last Veteran's Reward

Create one more Veteran's Reward that gives a large number of additional character slots (probably 8 to 10 slots) to make up a little for the loss of the free slot at 40. Do this the week before that change goes live, and flag the slots so that accounts over the 59 slots still get them for one last batch of slots.
