I'm wanting to make a MA build for a toon that best utilizes the Chi Flame effect, while possibly giving him decent survivability. This is what I have so far, it's a friend of mine's build, if anyone could give it a look. It's a bit jumbled, but I hope you get the general idea:

    It doesn't have DU for single-target dps atm, and it can't get Rush to full effect when using Enrage- so you'll need more Str and Rec (and cost discount) to make up for that. Open Palm Strike can kinda fill that singe-target role, but not as well, and you get the issue w/ Palm Strike's scatter KB on trash. It also seems redundant to have Crashing Wave Kick in there when Rising Knee works fine w/ the build to refresh things. I'd prob use at least Inexorable Tides for a pbAoE that still works w/ Enrage. I'd also prob put at least one rank into Parry.

    Here's an edit of it that keeps the Enrage framework, but uses Elbow Slam + DU + Rising Knee for single targets, and Tides for AoE:

    I'm still unsure about energy here, but perhaps good enough gear will make it fine. That's something to test out in the PTS and/or PH.

    Here's a Tough DPS setup that uses Chi Flame and has lots of energy to keep the rotation going. I've used a similar one for farming perks and found it quite fun.

    Gear for:
    ~300 CON
    ~500 DEX
    0 STR

    Rotation is:
    1. Elbow Slam to apply debuff >
    2. Dragon's Wrath to apply Rush >
    3. Burning Chi Fist x3 >
    4. Inex Tides to refresh debuff >
    5. Dragon's Wrath to apply Rush >
    6. Burning Chi Fist x3 >
    7. Repeat steps 2-4 until target is dead

    Energy Sources:
    - Rush (scales with DEX) when you use DW
    - Steadfast EU (scales with DEX) when you crit
    - Unstoppable when you knock with Inex Tides
    - Lock N Load..not a source but provides a cost discount, is up frequently with the adv, and increases your chance to crit and proc Steadfast
    - Form of the Tiger (scales with DEX) when you charge an attack by more than 50%

    It's a bit of overkill on energy there. If you find that your gear is at a point when you can drop Rush and still run the rotation without stutters, you can drop DW and pick up a strong spammable AoE.

    Another option is to stack more CON than DEX and go with Darkness/MA to make use of the Darkness energy unlock's synergy with Chi Flame. Here's what that looks like:

    Gear for:
    ~500 CON
    ~300 DEX
    0 STR

    Rotation:
    1. Elbow Slam to apply debuff >
    2. Lunge to apply Fear >
    3. Burning Chi Fist x3 >
    4. Inex Tides to refresh debuff >
    5. Lunge to apply Fear >
    6. Burning Chi Fist x3 >
    7. Repeat steps 2-4 until target is dead

    Energy Sources:
    - Spirit Reverb EU (scales with CON) when you deal Dimensional dmg to a Feared target...Chi Flame's damage is Dimensional so your main attack, BCF, will trigger this EU
    - Unstoppable when you knock with Inex Tides
    - Intensity...makes it so that any of your melee attacks can proc Chi Flame and trigger your EU, Spirit Reverb
    - Form of the Tiger (scales with DEX) when you charge an attack by more than 50%
