Hello. I have been trying to get info on this item for a concept toon I have in mind. It says with bat wings sown on it. Does it reteact or is it just a slow flight only?

It's a slow flight with a little aura on it

It's a very slow flight (basically walk speed) that also has a height limit to it. It's practically useless except for the fact that AFAIK, it doesn't have a 'negative power discount' to keep it running.
