CC/OT/Healz Combo Build Help

Working on this idea for an elemental (Air, Ice, Fire, Electricity, Earth) mixed build. I would like to be able to Off-Tank, CC, and do some healing. This is what I have so far

Dust Devil, Wall of Ice, and Ball Lightning are all for theme, and just for fun. They make decent DoTs to maintain aggro while turtling, but I'm not married to them. I know I'm lacking rezzes, I figure devices for that.

Also, if I cast WoW on the enemy, will that cause nearby friends to be Illuminated or do I need to apply Illuminate direct to friendlies? If the latter, what's the most efficient way to do that?

    iirc, Wisp's Guide adv illuminates the targets w/ the debuff version and gives the buff to allies that are around you when cast.

    Unfortunately, some of the DoTs or 'psuedo-pets' won't proc Manip. I may drop 1-2 and get an AD (or two). The sustained dps will be pretty low here (though some minor dmg when blocking is nice), so perhaps my only other major concern for it is having sufficient single-target threat gen (but it could still end up being okay there). I'd also rank up Tremor if its the normal AoE attack, and maybe consider getting an EU if energy is proving an issue (MSA, or TReverb if using Wisp w/ adv enough). Int PSS is also not really ideal to tanking, but if its casual tanking for lower content then you could still be okay. Also keep in mind that if you aren't the one tanking then Defiance can fall off; Invuln may be better for an off-tank (though then you'll want an EU even more).

    Its not ever going to be optimal for any given role, but here's how I may make an elementalist Hybrid that can CC, off-tank, and heal allies a bit:

    Main AoE dps rotation is to use Wisp on cd and channel Elec Current. Single-target rotation is using Sleep and Wisp on cd and otherwise channeling Incinerate. Can heal yourself or allies w/ Conduit (+ Wisp Illum). Hopefully, Compassion and TReverb keep procing in combat to keep energy up enough. Gears mostly for Pres, w/ some Con and End (w/ some cost discount on gear).

    Thanks for the ideas, Flow. I was thinking about swapping in Compassion for Manipulator. Compassion stacks are easy to maintain w/ Sentinel Aura, so that may be better, even though it doesn't give a bump to CCing. Manip stacks are easy enough to maintain just by cycling Sleep, though.

    Also. I would roll two sets of gear, one that is CON stack for OTing and one that is PRE stack for CC/Healing. And switch between Tank role and hybrid, depending on what was up.

    One question I have, should I swap out Celestial Conduit for Arcane Vitality? I was thinking of using Conduit as my Single Target attack, since it takes Challenge. Also allows me to heal-challenge, right?

    Heal-challenge isn't really a thing cause Challenge is a debuff that goes on hostile targets and not allies. What challenge on Conduit means is that when you do use it on hostiles, it will apply challenge to them. And from quick testing, it appears that Challenge is only applied to the main target, even if it chains to other enemies.

    Arcane Vit is a fine enough AoE heal by itself, and it + R3 Iniquity for single-targets can give any healer a good basic repertoire to start with. But its not the only way to go about healing either, and AoE heals have different properties so its somewhat up to personal pref and playstyle.
