Hello, I've made some changes to my two Lightning Reflexes build in light of the changes made to MA powerset. Would like to have feedback on them.
The first one was my old 100% dodge build, but with the changes made to ebb and flow, that was no longer possible. The highest I've been able to get with dodge now is 97.7% and 98.7% if I take Flippin adv. Knowing the pros and cons of a dodge build (whether it succeeds or fails, it does both spectacularly), I still like to keep her close to the original concept of being fast and nimble, hence getting as close to 100% as possible. I took SC instead of SS because it works with the EU.

These days, if 100% dodge isn't w/in reach, I may go in the other direction and use Defiance/Invuln, and treat the dodge/avoid buffs as a bonus for overall mitigation (can still take adv of BCR/RR and Gifts)- rather than relying on dodge.

Shuriken Storm is mostly just to tag scattered mobs; it can't proc FotM and Chi Manip, but BCR can proc them while you use it. DK can also proc both at anytime when you fully charge it.
Basic rotation is to put up Lithe w/ TKicks, charge DK for Rush and Nimble Moves, and then charge-spam BCF as energy allows. Devastating Strike can also give you a burst of threat (assuming you have it and can afford it). Keep BCR/RR up too. CoPD can also be nice for any tank build that can hunker down w/ it. Gears mostly for Con, w/ some Dex and Rec/End. Also should get some cost discount on gear.

The Defiance build is mostly going to mitigate like any other Defiance tank, so its better vs. big hits than vs. frequent hits or trash (which LR can be good for). Assuming you can keep them up, the dodge/avoid buffs should be a nice side-perk, though.

...And after trying it out, it works! Thanks guys, appreciate your insightful help.

I use twist fate on my dodge tank, and then sparkstorm so the energy builder isn't a total waste.
