Working on this for my partner to see if I can lure them into the game. I also figure the concept might be popular enough that other people might benefit from it. We usually tend to favor theme elements (making sure that the power set lines up with the character bio) over mechanical advantage, but I'd still like the character to be functional.

Thematic Elements
Ranged Damage and Support Hybrid
TK as main damage source with some Telepathy thrown in.
A TK AoE, probably Maintain that recreates that "Everything flying all over the place" feel.
Telepathic Heal
Fire Self Res, possibly Res Others
Fire or TK for Ultimate
Phoenix Flight

Functional Elements
Optimized TK Powers for DPS, a main spamable single target and group
Proc Ego Leech
Congress of Selves looks like a really nice Passive, but currently the build doesn't really focus on DoTs. That's up in the air though. Otherwise probably a defensive passive for survivability. Or just go with a TK Offensive Passive so she can set her role as Ranged Damage.
Also, the spec trees are still a little confusing to me. Especially the stat based ones. You take Str to get a Con buff, you take Int to buff all your other stats, etc. Seems a little convoluted to me. So I might still need some help there.

This is what I have so far

Xavier could probably work as a pure Mind AT. Maybe make a more focused Support build from the Healer post if we ever LTS.

Congress of Selves is prob one of the worst passives atm, imo. But that's also cause TP in general just needs a revisit. It may be less thematic, but I may generally avoid TP powers now until the rework- esp as TK is very strong atm.

You could use a power that applies Dependency and use Mind Drain for an AoE heal, but Mind Drain requires unlocking and you may not have that power available yet. Could maybe combo the debuff w/ Mind Break charges for a burst heal, though its prob easier to just use one of TP's direct heals (Psionic or Empathic; or Warmth on Fire).

Its dps focused atm, so its support aspects are more of a backup function here. But you can change that according to your priorities for the build. Alternates between TK Strike and TK Lance for single targets, and has TK Barrage for AoE (can get the Dependency adv over the stun adv if you want). Gears mostly for Dex, w/ some Con (and maybe some Rec for TK Reverb energy).

DPS focused is perfectly fine and what I had in mind for the character since if we do wind up playing together I'd probably be playing the Xavier WB for Support, or the Colossus WB for Tanking, though last I checked the Mind lacks a Res, so Rise from the Ashes would be handy. But some support for solo survivability would be good and makes sense for the character I think. I do think Strike, Lance, and Barrage look a lot better than what I'd picked. I seem to recall seeing Strike and Lance on the Endgame DPS post. But as you said, TK is pretty strong. I might try swapping in Mind Drain and putting back Psionic Heal though in lieu of the other healing powers, though Conviction and Resurgence are pretty strong choices.

I only went for Warmth to mix more Fire-based stuff in there, even though ur main attacks are still from TK (fitting when using TK's energy unlock and slotted passive. which won't help w/ Fire attacks; Fire can fill various utility/support, though). But yea, Psionic could work as a sub. I may pass on Mind Drain (if you have it) unless you got the Dependency adv on TK Barrage (can work, though just using a basic ally/self heal is more straightforward imo).

If you wanted to prioritize other roles aside from dps then it'd most be in changing the slotted passive, role used, and maybe the SS setup. But that's up to you.
