OK, Is this build viable for end game healer? Should I change super stats and/or specializations to improve it? Are the powers good? I know the toon is doing well now at lower levels, but I have never done a cosmic with any toon.
As always, thank you in advance for your advice/opinions. All input is welcomed

The build lacks a toggle form. With the focus on healing/support, I would recommend Compassion.

Hearth offers some nice personal bonuses, but in endgame encounters it doesn't do much to boost the performance of the group. If it fits your concept, I'd recommend running a Sorcery aura once you're ready to jump into endgame content. On my support characters, I like to float the aura as the last power pick, so I can retrain it as necessary. If you like the damage bonus from Hearth, you could run Aura of Ebon Destruction as your default passive.

Life Essence's AoE heal is doubled when the target is affected by a Poison, which is not present in your build. A Poisoned Shuriken device can offer a single-target poison most of the time, but I'd still recommend adding a poison power to the build.

Fire Snake offers a nice resistance debuff, but its targeting is a bit buggy. In a support build, it will sometimes chase your healing target instead of an enemy. During endgame fights such as Qwyjibo and Kigatilik, it can be a problem if it decides to slither toward the wrong target. I would consider it a lower priority in a support build that's focused more on healing than personal damage output, compared to a dps build.

A block replacer is helpful in Cosmic encounters, as several Cosmics have strong AoE attacks.

A Rank 3 ground travel power is very handy in fights such as Gravitar and Teleios Ascendant's Medusa, and especially Eidolon (if you plan to use this character there).

There are several ways to adjust/streamline the build; here's one example:

    Spirit of Blood - Freeform
    v2.3.2-28

    Super Stats
    Level 6: Presence (Primary)
    Level 10: Constitution (Secondary)
    Level 15: Endurance (Secondary)

Level 6: Shrug It Off (Con: 5, Pre: 5)
Level 9: Boundless Reserves (Con: 5, End: 5)
    Level 12: Prodigy (Pre: 5, End: 5)
Level 15: Quick Recovery (Con: 5, Rec: 5)
Level 18: Lasting Impression (Pre: 5, Rec: 5)
Level 21: Amazing Stamina (Rec: 5, End: 5)

    Powers
    Level 1: Throw Fire
Level 1: Fire Breath (Spitfire, Char)
    Level 6: Thermal Reverberation
    Level 8: Conviction (Rank 2)
    Level 11: Compassion
    Level 14: Iniquity (Rank 2, Rank 3)
Level 17: Life Essence (Rank 2, Rank 3)
Level 20: Absorb Heat (Rank 2, Rank 3)
    Level 23: Will-o'-the-Wisp (Ghost Fire)
Level 26: Incinerate (Rank 2, Rank 3, Burninator)
Level 29: Fire Shield (Rank 2)
    Level 32: Fiery Embrace
Level 35: Rise From the Ashes (Spreading Flames)
Level 38: Aura of Ebon Destruction (Rank 2, Rank 3)
    Adv. Points: 36/36

    Travel Powers
Level 6: Scorching Athletics (Rank 2, Rank 3)
    Level 35: Flight (Rank 2)

    Specializations
    Presence: Repurpose (3/3)
    Presence: Selfless Ally (2/2)
    Presence: Dominion (2/2)
    Presence: Grandeur (3/3)
    Sentinel: Torment (2/2)
    Sentinel: Caregiver (3/3)
    Sentinel: Sentinel Aura (3/3)
    Sentinel: Wither (2/2)
    Vindicator: Aggressive Stance (2/2)
    Vindicator: Merciless (3/3)
    Vindicator: Focused Strikes (3/3)
    Vindicator: Modified Gear (2/2)
    Mastery: Sentinel Mastery (1/1)

    Gears primarily for Presence.

Wisp provides Debilitating/Deadly Poison for Life Essence, and reliable single-target Clinging Flames for Thermal Reverb and Absorb Heat. Fire Breath offers utility during regular mob grinding, with AoE Clinging Flames and control effects. The build isn't optimized for personal single-target damage, but can still do fairly well with Incinerate.

The spec tree choices vary depending on your gear. This setup assumes that you're aiming for a set of Justice Gear, or gear that provides a lot of +Offense (for Repurpose and Modified Gear). The Presence tree has a lot of tempting options. Force of Will and Moment of Glory have merit, depending on whether you're adding to your secondary superstats. With Iniquity in the mix, I would recommend keeping Selfless Ally.

The final-power AoED is interchangeable with any Sorcery aura. You could replace it with Hearth if you really want that passive.
