Unmodifiable Bloom Quality

A recent issue that has been plauging me is that I am unable to change COs Bloom quality graphic to anything above "Low" and "Off". Before it was still wonky as sometimes when I logged in, the Bloom quality would be set to only allow "Low" or "Off" setting. However, with a few relogs, the issue could be resolved and it would allow me to use "Medium" and "High" quality once again. But now it is stuck on tthe lowest options regardless of how many times I log in and out.
While this is not a gamebreaking issue for me, it is still something I would appreciate some help with as without some bloom, CO becomes very dull and dark to look at. At low setting, practically all glow sources are null, which is very infuriating when one makes a costume that is supposed to have glowing parts.
Certainly I should inquire if anyone else has or have had this issue themselves. If anyone do have some insight into this conundrum, please share your wisdom.
