Would if possible have 2 builds. 1 survivable and the other glass cannons for cosmics. Please . If there are any devices or mods for gear to enhance the build please let me know. Merc, heroic, vigilante or legion. Will be awhile until I get justice. Also if there are any other types of gear like from onslaught tokens and such please fill me in. I'm very new to this game and I have been blessed to meet some very great people .
Dps ranged toon mental tk. 1 build glass cannon to just smack it up and another more survivable build for the day to day playing but still cosmic worthy.
Just wanted to say I was a ex city of hero's player from beta to shutdown...i wish i could be started this game back in 09. But after hero's shutdown I kinda left hero games. But thx to a lot of really cool people in CO...i love this game. Just have to give a shout to my good friend Vexx. Buddy if it wasn't for...who knows...i may have quit already . People like gogo, sorceres, toten, and a few others ...trust me there's more. I have been guided, befriended and helped each and everyday I've been on the game.

The dps passive/role is the more glassy version and should net quite high dps as is, but if you want to go further you could drop Con SS and try an EGO/Dex/Rec SS setup w/ 3/3 6th Sense, and sill gearing for Dex. Could also add other stuff like another AO and/or Nanobot Swarm. W/o Con SS, the tankier version of the build would also suffer for that purpose, though.
DPS mode would use Id Mastery in Melee role, with an attack rotation of Ego Weaponry (full combo) > Ego Blade Annihilation (full charge). Pop Lock N Load before every Ego Blade Pandemonium, for the extra cost discount while the toggle is running. Pandemonium has its +threat advantage, so remember to use Blinding Light's threat wipe to periodically reset your threat. Blinding Light can be replaced by another threat wipe power, if it doesn't feel thematic for your character.
For tanking, use Defiance in Tank role. Ego Blade tanking, specifically at Cosmics (where you have limited time between blocks), can be a little tricky. I'd recommend building up a full 5-stack of Ego Leech with Ego Weaponry at the beginning of a boss fight, with some Ego Blade Breach taps in-between to refresh Challenge. Then use charged Breach as your primary attack, and throw in a full-charge Annihilation when your Ego Leech stack naturally regenerates to 5 (from Id Infusion). Using Breach as your tanking power lets you keep Challenge out of your DPS rotation. Cycle Pandemonium (with Lock N Load) for extra threat.
You could swap Siphoning Strikes for Rank 2 if you want to maximize your damage output in DPS mode; but Siphoning Strikes can be handy in a build with limited self-healing, especially if you don't find a healer in pick-up-group content like alerts.
I would recommend two sets of gear for this build. DPS gear would stack DEX. Tank gear would use Confront mods and stack CON, with a bit of DEX (around 200-250).
You could consider adjusting the specializations according to preference. Slaughter has merit with Siphoning Strikes, and Aggression/Modified Gear has merit with Justice Gear's +Offense bonus. But each of those options requires a point shift from other potentially useful specializations.
I threw in Rank 3 Athletics as a general-purpose travel option. You can replace it with your own preference.
I wouldn't recommend the Sentinel tree for a build like this. The heal ticks from Sentinel Aura are comparatively weak on a non-support-healer character. Sentinel Mastery can be useful on certain tank setups, but those builds are generally designed to continuously apply the control effects which trigger it (ideally across a broad area, when tanking a large mob).
For a main tank at a Cosmic fight, boosting your Defense/resistance is important, as you'll be taking very large hits in quick succession. The heals from one-target Sentinel Mastery (and Sentinel Aura, to a lesser extent) won't keep pace with that level of incoming damage.
If you're worried about weathering minor incoming damage over time for non-Cosmic content, you could incorporate more Ego Weaponry into your attack cycle, for more opportunities to regenerate via Siphoning Strikes.
I wouldn't recommend the above build for offtanking, though it could technically do it. Defiance is great for weathering large hits (like Cosmic attacks); but it's less efficient against minor damage over time (as an offtank would take) compared to other defensive passives like Invulnerabilty or Regeneration. The build also lacks a source of AoE Challenge, which can make it difficult to keep a mob's threat off a healer (without killing the mob) during a prolonged fight. I suppose you could weave Breach taps in-between blocks, while cycling through your targets, but that adds another layer of difficulty to your job.
If you want to offtank with this setup (in content like TA or Warzone open missions) in addition to main tanking and DPSing, I'd recommend dropping either Lock N Load or Blinding Light, and swapping in Mental Leech with the Challenge advantage. You could get the enemies' attention with Breach and/or Weaponry; then use Mental Leech to keep threat on your mob cluster throughout the fight, while its Dependency heals you as you block.
