Blade Tempest can be cheap cleave AoE and puts up Shredded. EotS is good for pbAoE and for turtling up w/ its dmg shield. DWrath is ur main single-target dps attack (and procs Rush). Gears mostly for Dex, w/ some Con and Rec. If you don't have Vorpal Blade then you can get something else in the last power slot.
I would recommend Form of the Tiger since your main attack is going to be Dragon's Wrath, which is a charge up power and Tiger stacks faster than Tempest.

Problem there is that the other attacks aren't charged, and that'd mainly be an issue for AoE here. Rush and high Dex should help bridge the gap, though.

There's probably some powers way out of order for optimal leveling in there, but the final result is really what matters. This build mostly focuses on powerful crushing damage from One-Hundred Hands and Burning Chi Fist, backed by the defense debuff applied by Demolish. Admittedly demolish isn't the most effective way to get a crushing debuff, but it is the most thematic aside from Rising Knee (which has 0 synergy with Hundred Hands). If theme isn't too important, I suggest using Burst Shot. Arc of Ruin+ADV is also acceptable. Chest Beam is slightly energy-cost heavy.
I couldn't find it in the power options, but using Form of the Tiger (in claws) can be acceptable in exchange to Form of the Tempest; you just need to remember to use charged-up Burning Chi Fist or Dragon Kick consistently.
Statting: Pour almost everything into DEX. This maximizes the damage boost from primary stat, from your toggle, and inversely the benefits gained in Quick Reflexes and Elusive Monk heavily (if you have it). CON can be statted nominally, and REC is mostly for easier energy management passively. Use Offense-based gear, as your specs and stats should generate enough crit chance alone to run head-first into the curve (where extra crit rating will be inferior to pure offense). Either dodge-based defense gear or normal defense can be used. I use Conviction in this build as well as BCR to keep damage output maximum at most times; BCR's 10% penalty is a semi-noticeable hit to DPS output, and is best put to use if you need to put your survivability to use as a semi-tank. Same goes for Elusive Monk - take it if you're planning on soloing, as that's very valuable extra defense.
