Surprise Attack does not work with Assault Rifle and Two Gun Mojo. Maybe other power too

Surprise Attack from the Avenger Tree does not work with Assault Rifle and Two Gun Mojo. In the PTS, I did everything i can to NOT have any crit or dex on my test character. I pick Fire Strike, Ice Blast, AR, and 2GM for this testing. Here is my result:

As you can see, Assault Rifle and Two Gun Mojo does NOT benefit from the Surprise Attack spec in the Avenger Tree.

Just to make sure, I also tested many other powers like Soul Beam, Dual Rockets, Icicle Spear, Ninja Stars, PBR and they all have the crit bonus. I suspect it has something to do with that day when both TGM and AR got change and maybe it might has something to do with the advantage that gave it the aoe if check.
