Allow PFF to be repaired by direct healing from other players.

I've been tinkering with Personal Force Field since way before On Alert, and it bothers me that its still practically worthless in high level content to this day. Personally, my biggest gripe with the power is that it doesnt play nice with your team's healer at all, they can only top off the bleedtrough damage on the actual health bar untill the shield finally gives, at which point the tank is basically trying to do his job without a passive and the healer is put into a stressful situation of having to keep him alive. If PFF could receive 50% or 60% of incoming heals and turn them into forcefield repair, while the rest goes to the actual health bar, I think that would make PFF and actual choice for tanks that can manage enough mitigation from specs, gear, and powers alone, and desire put them to use with two life bars instead of one, which is what pff is, preyty much.

Also please get rid of the shield bypassing quality that some enemies and bosses have, its stupid that PFF has to suffer a specific enemy weakness while Invulnerable and Defiance don't at all (Brickbusters are equally anoying to everyone, so their case is not specific).
