I have decided to retcon my CCer. I have realized that Mind Break is terrible, and dots take forever to kill anything. Originally she was a TK blade CCer/healer and I thought I'd try going back to that. I'd just like to know if it's ineffective before I spend Gs on a retcon or there's a way to make my current build more effective while sticking to the Mentalist powers as much as possible. This toon is for all content, I've only done a few Cosmics on her and haven't had the opportunity to try CCing the dogs yet (though I dread the day I make everyone suffer though my trial and error learning). Mental Storm and Sleep are both over 1 minute without Manipulator.

Sentinel Mastery (1/1)Right now I gear for mostly Pre with a bit of Int and have a DUC which is why I didn't go with Detect Vulnerability. I also get better hold strength with Int PSS with Battle of Wits than I did with Pre PSS and Dominion, but maybe that has changed in the last few months?

Due to how specialized it can be, I may avoid the CC approach entirely- unless you got a group of friends or other players willing to back you and the demand is there for you to fill that role. I'm sure there's players here that are willing to help you with that, but I'm not sure I'd go through w/ it unless people are expecting it of you.

Mostly, I do a mix of solo and group content and want to know if there are any glaring errors in my current or proposed build. I know that Telepathy is pretty flawed right now so I thought perhaps mixing in some Telekinetic attacks would round out the damage a bit. I guess my end goal is to be CC/support for group content while still doing enough dps for soloing comic series and adventure packs.

Mix of debuffs, CC, healing, and some ranged dps. I assume you'd be in Support role for groups and Hybrid role for solo (latter for more base dps). Its not a CC build for Kiga's dogs, but it should be pretty versatile otherwise. Could also make a build using Manip, Seraphim, or more powers from Sorc, among other possibilities.
