World Chat not activating

Hello,
The game says that the world chat is available after you reach 20 hours of gameplay. This does not seem to be the case, since 20,30,40 whatever has still not activated the world chat.

Does anyone know what is happening here?

    Can you send tells? They're tied into the same mechanic, zone and tells are supposed to unlock at the same time.

    Honestly, I don't know. I don't know anyone in game and have not figured out how yet. It was giving the message that I couldn't use it because I was new though.
