Well it's been 11 days with no other commenting, so...
People've been asking for water powers (and the occasional request n' ideas for slime powers) for a long time. Are they really that troublesome to make? We've got Holy Water (though nobody can unlock it 'til the Nightmare event comes back, if it ever does), and I was shown a removed water power some time ago that causes a splash around the user. It looked perfectly fine, so I'm not sure why we don't have even that.
Cryptic has always struggled with making Water Powers. Back when they made CoH, the Energy Powers came from them attempting to make Water and failing, so they just recolored it and called it Energy. I remember hearing in the early days of CO that Force was originally going to be Water, but they couldn't get it right and changed it.
CoH/V didn't get Water powers until sometime after Cryptic left, and NCSoft took complete control of the game and it's development. Nowadays, everyone talks about how the CO team is no longer fully staffed, and works with limited resources. The likelihood of CO getting Water powers has become almost nil, at this point. It's something everyone wants, but Arc and Cryptic don't see CO as an important game in their line-up, especially when their other games seem to be more profitable. Just check Arc's game listing page. CO doesn't even show up in the list until page 3 of 4.
