Toggle Power Armor Tank Transformer

Okay, so. I'm having SEVERE energy issues with my toggle power armor character. This character is currently only 19, but I've seen other people who can support two toggles (Chest Missiles and Minigun) from equilibrium, and I can't. I don't have to be able to tank cosmics or anything, but I would like to reliably tank smash/grab/fiveman content. I'm not attached to any particular superstat or specialization, but I do want to be both tanky and able to run a couple of toggles without too much trouble.

As a further challenge/complication, this character is my Transformer, so I was thematically wanting to correlate every power he took visually with another power on the vehicle form (which is the Cybermind vehicle in black/chrome/orange glowy lines so nice!), so here's what I've got - and I'm open to suggestions keeping in theme.

    Well, you being only lvl 19 is gonna be the main reason you have energy issues atm- since ur stats are gonna be quite low. Tac Missiles is also not a slotted power anymore- so you won't be able to use it along w/ toggles. It's easier to level as a non-toggle build, though ur options are kinda limited there for PA. Anyways, here's a toggle-based PA tank:

    Prob won't be able to use multiple toggles too often until higher levels when you get better gear. CoAP can be used to give more energy in longer fights where you can bunker down (though CoPD is good for a defensive alternative). Gears mostly for Con, w/ some Int and Rec on the side.
