Speed up AT Power Progression / Power Slot Purchase

The current speed of progression is interminable.
End game content starts at level 35, and yet ATs still have to run up to 40 to get their full power set. The current order of progression also means AT players have to go 15-20 levels getting nothing but basic powers - a block! an energy builder! an active offense that you probably won't use! - with all the useful stuff hiding away at level 40. A better way of pouring cold water on a player's enthusiasm could not be devised.
Speed it up so that they get all their powers by level 35 and go straight into lvl 35+ endgame with a fully rounded character which people can enjoy playing and levelling up to 40; then teach players to focus on gear, stats and retcons/development while concentrating less on Alerts and more on some of the great high-level content and zones which no-one seems to be bothered with, any more.
Also... extend the life of favourite ATs and freeforms by allowing the purchase of extra power slots. 1000 Zen per character for an extra power slot where you can place that self-heal your AT didn't have, a new lockbox power, or a space to try out whatever additional power you fancy testing without going through the endless pain of the Retcon or an eternity on PTS.
