Do the Hexed advantage of Will-O'-The-Wisp stack with Hex of Suffering's Hexed effect?

Both the Hexed advantage and Hex of Suffering reduces Magic damage resistance by 18%. Do these to effects stack for a total reduction of 36%?

It's the same debuff. I think the newer application refreshes the older.
