Bloodmoon paperbag unlock (bug?)

I just unlocked this item from the Bloodmoon event, and even though it says it's an account wide unlock it's only unlocked for the one character. Is this a known bug? Is it a bug at all? Am I missing something? Please help

I think he means looking at the list of unlocked costume parts in the tailor. That tab uses a treasure chest icon.

It's not there. Says I still have to buy it from z-store
