I don't have a name or set placement or.. anything.

But it would work like this

A melee form that scales off of strength, but is stacked via landing a crit.

How about this:

Havoc

• Passively grants stacks of Havoc, according to rank.
  
• You gain an additional stack of Havoc whenever you score a Critical Hit with an attack that deals Crushing, Fire, or Sonic damage.
  
• Each stack of Havoc increases your Crushing, Fire, and Sonic damage by [standard formula] and all other damage by [half that].
  
• This bonus scales with your Strength or Ego, whichever is higher.
  

My thinking is, Earth could use a toggle that supports its split focus between melee and ranged.

I had the same idea as this. But I thought it wouldn't be great since Str doesn't scale with Crit like Dex does. But if this form does come, I think the devs might tinker with Dex-related stuff and Ego Surge's adv.

Well, the Strength spec tree does offer a very nice bonus to Critical Chance, except it only applies to melee attacks. The tree also has a good boost to Critical Severity. Granted, this only applies to someone with Strength as a Primary Super Stat, but I think there's enough overlap between high-Strength characters and high-crit characters to justify the power.

I could have sworn Form of the Tempest only triggered on melee crits, but it looks like I was wrong. Well, then I guess Havoc doesn't need to restrict itself to only certain criticals either.

Hmm, I'm not sure it's possible a Toggle Form that works well with both the Laser Sword powers and the Earth powers. Earth uses both melee and ranged attacks, and Laser Sword uses a damage type otherwise foreign to melee attacks.

Maybe it would be best to create two new Toggle Forms. One can give stacks of Enrage on critical hits, and the other can stack Havoc, which will be designed so that the entire Earth set falls under its higher damage number.
