Avenger Preemptive Strike &Powers

Does anyone know if the 15% base damage bonus applies to DOTs and the (full) maintains?

Specifically, with the new Sorcery powers does Soul Beam get the 15% base damage bonus over the full lenght of the maintain? Does Hex of Suffering for the full lenght of the DOT?

I am rebuilding my first character ever, a dark sorceress. I was using Guardian/Overseer, blast specs, Trapped and Guardian Mastery +Night Warrior w/Eldritch Blast to send a barrage of quickly charged arcane blast... Well, that does not work well any longer thanks to the changes in the Sorcery tree, unless you invest all your advantage points... So I am looking to build Eldritch Blast with its several quirky advantages as an utility power with Preemptive Strike&Mastery from Avenger. Right now I build up towards a fully charged Ebon Ruin, but that power does not benefit form the Hex of Suffering debuff as the new Soul Beam would.

If using Soul Beam and Star Barrage or Skarn's ya could instead benefit from Relentless Assault, and make a AvMastery build still using the Blast for when the Mastery procs. Kinda the inverse of Preemptive Strike in that the blast consumes a proc instead of setting it up. This is if ya want a break from Guardicator, though w/ RA in Avenger I'd pair it w/ Vindicator and Aggressive Stance still.
