Skarn's Bane and Concentration

It looks like the new Skarn's Bane does not work with Concentration. Concentration says that if you maintain a power for 4 ticks or attack from more than 25 feet away you gain a stack of Concentration. That's not happening with Skarn's Bane, and I believe this used to work.
Eldritch Blast works as expected, as does Hex. Conflagration (the rain of fire maintain) on my Inferno AT also stacks Concentration correctly if maintained.
This is occurring on a level 40 Grimoire AT that I retconned today.

Furthermore, it is not reliably proccing Hexed on a full maintain as the tooltip states. The Hexed is only happening sporadically if at all.
