I've seen players with a sash-like belt that flaps in the wind (not the persian belt.) Anyone know which one it is and how I can acquire it?

I think you mean the one from the old Steel Shadow set. Unsurprisingly, it's called 'Steel Shadow' in the tailor if you have unlocked that set.

This Set was from a lockbox, sorry but I don't know if it's available from the collectors store like a lot of the old lockbox sets.
