Steel Crusade Progression issues.

I ran through the Steel Crusade series with a friend to help them get a few perks, and after the first three introductory missions up in City Center, the mission to travel to GATEWAY station was not present. Since the character I was playing had already completed it, this was not an issue for me, but the friend with me could not access the warp to the station, and could not progress until a warp-to-teammate device was used. Did some recent change cause it to disappear from the UNTIL rep for Project Clockwork?

TL:DR, the mission "Steel Crusade: Project Clockwork" cannot be acquired through conventional means.

. you go to the UNTIL building and use their teleporter. it's down and to the left from where you come in. seperate room behind the entrance teleporter.​​
