Remove quest level caps

There are certain quest lines in the game that cannot be continued if the player is above a certain level (the psi and Argent quests in MC come to mind). This is unnecessary (not to mention inconsistently applied) and removes the ability of players to go back and do content that they missed. So, if it is not too much trouble, it would be nice to have those level caps removed.

  • the only thing outleveling an area does is removes the quest available marker above quest giver's heads - the quests themselves are still available if you talk to the appropriate NPC

    i've gone back and completed westside quest chains with a level 40 character, and you get those at a far lower level than any of the argent or PSI stuff

    a better suggestion would be to ask for the tutorial to be made replayable - since it's now a simulation and all - for those who missed the Red Bug Down and Save the City perks - both of which are very easy to miss if you don't know about them beforehand​​

    STO has every mission scale to level. while this is not possible in CO with -every- mission due to having an open world with missions in it, it IS possible with instanced missions.
    I mean skull tech tho
