Does anyone want the option to have powers get flashier without having to go into ranks?

I dont think its quite fair if we want some passive from advantages but our powers dont look or feel better like they do from ranks, when you have a advantage cap limit per power of 5. I really think this is something that should be changed, what do you guys think?
