Is this normal?

I'm NOT a big numbers guy but this just seems off.

Dexterity gives a bonus to Critical Chance. I'm on a toon and at 145 is giving me +23%. At 166 it gives +21%. And at 220 it's giving +20%.

So, is it normal to start getting negative benefits? I get diminishing but negative?
