Experimental Blaster: Teddybear edition

I preporse a simple change for the teddybare effect on the blaster, make it work on all mobs, regardless or rank, BUT make it cosmetic only, meaning the effect individual looks like a teddybear but has all of their powers and resistances instact, the reasoning behind this is two fold
1: It'll be funny
2: It'll be funny
and while you're at it, see about giving the damn thign a damage buff... it needs one, badly.
