Challenging Strikes

The description for it says that it only applies the 2000 threat over 10 sec if used on something with a recharge time. But I've heard players say it applies to all attacks with the advantage, regardless of whether or not it has a recharge time. So which is it?

Read it again... it does 2000 threat over 10s regardless of cooldowns, AND it does additional threat over time if the power has a cooldown for the durration of their CD.

Now lets common sense this, CS would not be available on powers that do not have CDs if it required a CD to work.

Ah, thank you. The way I read it implied that the only thing it did for powers without a cooldown was the 5% damage debuff, and the 2000 was for the CD powers. I missed where the asterisks were.
